Justworks alternatives: better-fit PEOs and how to switch

Justworks costs $79 or $124 per employee per month for its PEO, according to its pricing page (checked October 16, 2026), and it scores 67 of 100, the highest of the PEOs we rank. The best-scoring alternatives are TriNet (50), ADP TotalSource (44), Paychex PEO (34), but none of them posts a price, so switching means trading a known fee for a quote.

Justworks raised both PEO tiers in 2026: snapshots from the third-party tracker Costbench (March and July) show Basic moving from $59 to $79 and Plus from $109 to $124 per employee (Costbench notes the plans were restructured at the same time). TechRepublic's Justworks and TriNet alternatives pages still quote Plus at $109. For 10 employees, Plus is now 10 x $124 = $1,240 a month before premiums, workers' comp and payroll taxes. The full Justworks review covers what that fee includes.

Why people leave Justworks

These are the recurring reasons in recent Justworks reviews (Trustpilot 2.1 out of 5 from 37 reviews; G2 4.6 out of 5 from 1,127 reviews; both seen October 16, 2026):

Stay or switch: three checks first

Justworks scores highest of the PEOs we rank, mostly because it posts its prices and says it has no setup fee. Before you move, check whether the problem can be fixed where you are:

  1. Check your plan rate. Compare each invoice with $79 or $124 per employee. A billing error is a refund request, not a reason to switch.
  2. Price the move down, not out. If you only need payroll, Justworks Payroll is $50 a month plus $8 per employee: 10 employees cost $50 + 10 x $8 = $130 a month instead of $1,240 on Plus. You lose co-employment and the group health plans.
  3. Get two competing quotes at your renewal. Every alternative below except Remote and Deel prices by quote, so you need a written number in dollars per employee to compare.

Or leave the PEO model: payroll plus a benefits broker

Some teams leave Justworks because they no longer need co-employment. Payroll software plus a broker for health insurance can cost far less in fees, but you take back the employer duties.

Payroll-only options for 10 employees
OptionPublished priceMonthly cost for 10
Justworks Payroll$50 + $8 per employee$50 + 10 x $8 = $130
Gusto Simple (single state)$49 + $6 per person$49 + 10 x $6 = $109
Gusto Plus (multi-state)$80 + $12 per person$80 + 10 x $12 = $200

What you take on: your own group health plan through a broker, your own workers' comp policy, state tax accounts under your EIN, and federal employment tax liability, which under 26 USC 3511 sits with a CPEO for the wages it pays. As one reply in a G2 discussion put it, "Working with a PEO is not for everyone" (G2 discussion). Compare the routes in PEO vs payroll service and best payroll software.

How to leave Justworks without breaking payroll or benefits

None of the competing alternatives pages we reviewed explains how to leave a PEO. Justworks does not publish its notice period, exit fees or record-access terms (they sit in a Customer Service Agreement that is not public), so start by asking for your signed agreement. Then work through these steps in order.

  1. Read your agreement. Find the notice period, how notice must be given, any fee for leaving mid-month or mid-year, and how long you keep platform access to payroll registers, W-2s and quarterly returns.
  2. Pick the exit date. Aim for the end of a quarter, and ideally your health plan renewal. Ending on a quarter boundary keeps quarterly filings (Form 941 and state wage reports) cleanly split between Justworks and your next provider. Moving health plans at renewal avoids restarting deductibles mid-year.
  3. Set up the replacement before you give notice. Sign the new PEO, or a payroll provider plus a broker, first. Ask the new health carrier for a start date the day after Justworks coverage ends, and whether it will credit deductibles already paid.
  4. Reopen or register your state tax accounts. Under a PEO, wages may have been reported under the PEO's state unemployment account. Your next provider will need withholding and unemployment account numbers under your EIN. Some providers register for you (Gusto offers one-time registration through Middesk, or Business Compliance at $85 per state per month); Paychex requires clients to register and hand over agency ID numbers. A missed quarterly wage report can push your unemployment rate up: one Hacker News commenter said theirs went from 0.8% to 12.75% after a switch.
  5. Give written notice and keep proof. Send it the way the agreement requires, and ask Justworks to confirm the last payroll date, the final invoice and who files the final quarterly returns.
  6. Move the 401(k). Your team's accounts sit in the Justworks plan. Set up a new plan and arrange the transfer of assets; law firm Fisher Phillips has published a guide on the 401(k) issues that come up when a client leaves a PEO. Reconcile the last employer contributions afterward.
  7. Close out FSA and COBRA. Tell employees the FSA claim deadline under the Justworks plan, and confirm in writing who handles COBRA for people already on continuation coverage.
  8. Download everything. Pay registers, tax filings, W-2s and benefits records for every year with Justworks, before access ends. One reviewer said it took about three months to get old tax records.
  9. Plan for two W-2s. Justworks is a CPEO, so it is treated as the employer for the wages it paid and should issue W-2s for that part of the year; your new provider issues W-2s for the rest. Both are due to employees by January 31, moved to the next business day when that falls on a weekend (February 1, 2027 for 2026 forms). Because a CPEO is a successor employer under 26 USC 3511(b), the Social Security wage base ($184,500 for 2026) and FUTA wage base ($7,000) carry over rather than restart when you leave mid-year; state unemployment wage bases follow state rules.

Washington is an example of a state that tracks this: a PEO must file a client report with the Employment Security Department within 30 days of a client relationship ending. Ask your state agency, or see state unemployment rules and rates, before your first post-PEO payroll.

Frequently asked questions

What is the best alternative to Justworks?
By our October 2026 scores, the highest-scoring alternatives are TriNet (50), ADP TotalSource (44), Paychex PEO (34). Justworks itself scores 67 of 100, the highest of the PEOs we rank, mainly because it posts its $79 and $124 per employee prices.
Which Justworks alternatives publish their prices?
Among US PEOs we track, only Remote (from $99 per employee per month) and Deel ($125 per employee per month) post prices besides Justworks (checked October 16, 2026). TriNet, ADP TotalSource, Paychex PEO, Insperity and Rippling PEO are quote only.
Is there a cheaper option than Justworks PEO?
If you do not need co-employment, yes. Justworks Payroll costs $50 a month plus $8 per employee ($130 a month for 10 people), and Gusto Simple costs $49 plus $6 per person ($109 for 10), checked October 16, 2026. You then buy health insurance through a broker and carry your own employer duties.
How much notice do I have to give Justworks?
Justworks does not publish a notice period or exit fee; both are in your Customer Service Agreement. Ask for your signed copy, give written notice the way it requires, and keep proof of delivery.
Will my employees get two W-2s if I leave Justworks mid-year?
Usually, yes. Justworks is an IRS-certified PEO, so it is treated as the employer for wages it paid and issues W-2s for that period; your new provider covers the rest of the year. As a CPEO successor employer, the Social Security and FUTA wage bases do not restart.
What happens to our health insurance when we leave Justworks?
Coverage under Justworks' group plans ends when co-employment ends. Set up a new group plan or PEO with a start date the day after, ideally at your renewal so deductibles do not restart mid-year, and confirm who handles COBRA for anyone already on it.
