Questco PEO review: pricing, states and certification

Questco is quote only: questco.net shows no price, minimum, setup fee or contract term (checked October 16, 2026). QUESTCO HR LLC is on the IRS active certified PEO list dated August 7, 2026, and Questco says it serves clients "across the U.S., from Arizona to Nebraska and beyond." It scores 20 out of 100 on our PEO scale.
Questco runs as a regional PEO with a franchise program and phone lines for Texas, Nebraska, Arizona and Colorado. That points to two questions worth asking early: who will actually service your account, and is Questco licensed or registered where your staff work?
Questco is a professional employer organization (PEO) for small and midsize businesses, mainly in the Southwest and Plains states, that runs payroll, HR and benefits under co-employment and prices by quote.

How Questco describes itself
Questco calls itself "a nationally recognized Certified Professional Employer Organization," and the IRS list backs the certification part: QUESTCO HR LLC holds active CPEO status as of the August 7, 2026 report. For federal payroll taxes on the wages it pays, QUESTCO HR LLC is the employer under 26 USC 3511, and a client switching in or out partway through a year carries its wage-base totals with it.
The rest of Questco's pitch is regional. It names Arizona and Nebraska, keeps separate phone lines for four states, and offers a franchise program. If your account would be handled by a franchise office, ask who you call when payroll goes wrong and how problems escalate to Questco itself.
States, licensing and where Questco fits
Questco lists no states, only the "Arizona to Nebraska and beyond" line and four regional phone numbers. Confirm in writing that it can co-employ staff in each of your states.
Licensing is the other check. Texas is the one to check first if you have staff there. Its Labor Code (chapter 91) bars anyone from offering PEO services in Texas without a license, and TDLR, the state licensing agency, keeps a searchable PEO license database. We did not search it for Questco, so do that before you sign. Arizona, Colorado and Nebraska each set their own rules.
For state-by-state PEO options, see PEO companies in Texas, PEOs serving Arizona and Colorado PEO options.
What Questco might cost
Questco publishes nothing about its fee, and our research found no third-party estimate. Two published reference points help you judge a Questco number. Justworks charges $79 or $124 for each worksite employee every month, depending on the plan (checked October 16, 2026). ADP's cost article, last updated July 14, 2026, describes a market-wide span of $40 to $160 a month per employee, or 2% to 12% of total wages.
| Employees | ADP low, $40 | Justworks Basic, $79 | Justworks Plus, $124 | ADP high, $160 |
|---|---|---|---|---|
| 5 | $200 | $395 | $620 | $800 |
| 10 | $400 | $790 | $1,240 | $1,600 |
| 25 | $1,000 | $1,975 | $3,100 | $4,000 |
Rates from ADP (July 2026) and Justworks (Oct 16, 2026) multiplied by team size. Questco's own fee may differ either way.
The fee is only one line. Workers' comp, health premiums and state unemployment tax come on top, and in our 10-person example health premiums alone were several times the fee; the PEO cost guide shows how to read each line, and 2026 SUTA rates lists the new-employer rate in Texas, Arizona, Colorado and Nebraska.
Benefits and workers' comp
Questco's site does not name health plans, carriers or a 401(k), so it scores 0 of 20 for benefits access. Renewals are the risk to price in. One ADP TotalSource client told Capterra (May 24, 2024) that "The second year our renewal went up 18%." Ask Questco which carriers it uses in your state and what its last two renewals looked like for companies your size.
The workers' comp model is not published either. Find out if Questco would cover your staff under its own policy, what each job class costs per $100 of wages, and whether audits happen at year end.
