Paychex PEO review: cost, services and contract terms

Paychex PEO is quote only: its page shows "Request Pricing" and no figures (checked October 16, 2026). Third-party reviews estimate $100 to $250 per employee per month (Eightx, June 18, 2026; HR.software, May 24, 2026), which Paychex has not confirmed. A secondary source reports a transition fee and an early termination fee when you leave, so read the agreement before you sign.
Paychex PEO is Paychex's professional employer organization: it co-employs your staff, files payroll taxes under its own EIN, and provides benefits, workers' comp administration and assigned HR contacts for a quoted fee.

Paychex PEO is the co-employment tier of Paychex, which also sells payroll-only and HR packages. Oasis is now sold as part of Paychex HR; its page says Oasis PEO service will not change during the transition. If you already run Paychex payroll, the PEO is the upsell your rep will pitch.
Paychex PEO pricing and service tiers
Paychex shows "Request Pricing" and "Get a Free Consultation" and says "PEO costs typically range, depending on company size, industry, services selected, and employee count", with no figures after it. Its savings calculator carries a disclaimer that results are estimates. The PEO page itself has no plan tiers. What changes with size is who serves you:
| Company size | Who you work with |
|---|---|
| Under 10 employees | An assigned HR business partner |
| 10 or more employees | A client advocate |
| 200 or more employees | A relationship manager |
| On the PEO master workers' comp policy | Client advocate, HR business partner, payroll specialist and safety specialist |

On Paychex's plan comparison page, the PEO appears as "HR PEO" ("All-In-One HR, Benefits, & Payroll") next to HR Pro ("HR Guidance, Payroll, Safety, 401(k)"), which is not a PEO. Both show "Request Pricing". See Paychex payroll pricing for the payroll-only plans.
| Source and date | Estimate | Notes |

What Paychex PEO might cost for 5, 10 and 25 employees
| Team size | Monthly at $100 | Monthly at $250 | Yearly span |
|---|---|---|---|
| 5 employees | 5 x $100 = $500 | 5 x $250 = $1,250 | $6,000 to $15,000 |
| 10 employees | 10 x $100 = $1,000 | 10 x $250 = $2,500 | $12,000 to $30,000 |
| 25 employees | 25 x $100 = $2,500 | 25 x $250 = $6,250 | $30,000 to $75,000 |
Based on third-party estimates (Eightx, Jun 2026; HR.software, May 2026), not Paychex prices. Checked Oct 16, 2026.
The percent-of-payroll estimate gives a different answer. For 10 employees earning $50,000 each, 2% to 4% of $500,000 is $10,000 to $20,000 a year. The two estimates do not agree; get Paychex to quote in dollars per employee so you can compare it with Justworks' posted $79 to $124.
On top of the fee: employer Social Security and Medicare at 7.65% (Social Security up to $184,500 of wages in 2026), so $38,250 a year on a $500,000 payroll; FUTA at a net 0.6% of the first $7,000 per employee ($42 each); state unemployment tax (SUTA rates by state); and health premiums. Model your state with the employee cost calculator and see how PEO pricing works.
What the Paychex PEO fee includes and leaves out
Included, per the Paychex PEO page: payroll and tax filing (the PEO "files payroll taxes under its EIN"), access to larger-group benefits, HR documents and policies, employment-law monitoring, safety support, and workers' comp administration and claims.
Not published: premiums, setup fees, minimum headcount, contract length, exit fees and a tax filing guarantee.
Check every add-on. Across Paychex products, reviewers report add-ons turned on without approval, such as a 401(k) plan Paychex "activated ... on their own" (ConsumerAffairs, May 2, 2025), and a "$1500 cancellation fee AND a $2000 set up fee" (Trustpilot, May 5, 2026). These reviews are not all about the PEO, but the billing system is shared. Ask for a signed list of every product and fee on your account.
Benefits through Paychex PEO
Paychex names Aetna, MetLife, Delta Dental and Chubb as benefits partners. Plan choice depends on your state. One Trustpilot reviewer reports that health insurance and 401(k) coverage lapsed (page 8, May 9, 2026; Trustpilot). After you join, ask employees to check their first benefit deductions and confirm coverage with the carrier.
Contract and exit terms
| Term | What we found |
|---|---|
| Contract length | Not published by Paychex |
| Minimum headcount | Not stated. HR.software reports a 5-employee minimum (via Business.com). |
| How to cancel | Secondary source: written notice by mail or carrier with proof of delivery |
| Exit fees | Secondary source: a transition fee and an early termination fee based on headcount and days left in the term |
| Records after you leave | Not published. For former payroll clients, "W-2s are printed and shipped to the employer or employees" (secondary source). |
Secondary source: Gusto, a Paychex competitor, "How to cancel Paychex" (Aug 2, 2026). Paychex does not publish these terms. Checked Oct 16, 2026.
Billing after cancellation is a very common Paychex complaint across products: one reviewer got confirmation that everything was canceled, then a bill arrived later (Trustpilot, Oct 13, 2026). Send notice by tracked mail, keep the delivery receipt, and watch your bank account for three months after the end date.
As with any PEO, leaving means new health plans, a new 401(k) plan, possibly a reopened state unemployment account, and W-2s from the PEO for the wages it paid. Our guide to leaving a PEO has the full timeline.
CPEO status, states and company size
Certified PEO: yes. The IRS active CPEO list (report date 8/7/2026) includes Paychex PEO VI LLC, Paychex PEO VII, LLC and Oasis HR Solutions III, LLC. The Paychex PEO page does not mention it. Check which entity your contract names; see the IRS certified PEO list.
States: multi-state ("maintaining compliance across state lines"). Paychex payroll requires clients to register for state tax accounts themselves and give Paychex the agency ID numbers, with a paid Middesk service to help. Ask whether the PEO handles registration in new states.
Size: no published minimum; the service model starts under 10 employees.
Support
PEO worksite employees call Paychex Flex at 800-741-6277 or Oasis at 800-822-8704. Clients get the assigned contacts in the size table above. Hours are not published. Paychex as a whole has 1.7 out of 5 from 858 Trustpilot reviews and 4.1 out of 5 from 1,748 G2 reviews (both seen October 16, 2026); neither has a separate PEO page.
What Paychex customers complain about
We did not find enough PEO-specific reviews to list PEO complaints on their own. These are the recurring Paychex complaints across products:
| Complaint | How often | Examples |
|---|---|---|
| Fees for almost every action; price jumps after sales calls | Very common | "a charge for just about everything" (Trustpilot, Oct 5, 2026) |
| Billing continues after cancellation | Very common | Trustpilot, Oct 13, 2026; ConsumerAffairs (billed 3 and 9 months after canceling) |
| Add-ons switched on without approval | Several | ConsumerAffairs, Nov 2025, May 2025, Sep 2025 |
| Tax filing errors | Several | Trustpilot, Oct 6 and Oct 7, 2026 |
| Pushy sales contact, including a PEO rep | Several | Trustpilot, Sep 27 and Oct 7, 2026 |
