Payroll records, not a survey
INSTAT builds its wage statistics from the General Directorate of Taxes payroll data. It counts waged contributors who worked 18 or more days in the reference month, across all economic activities, and the figure includes bonuses and wage supplements. Workers paid off the books are not in it.
INSTAT publishes quarterly. The fourth quarter of 2025 averaged ALL 86,984; no 2025 annual average was stated in the releases we read. INSTAT defines a median but did not publish one. We found no OECD or ILO cross-check that we could reach.

Source: INSTAT, Wage Statistics Q2 2026 (press release, 10 Sep 2026), Q2 2026. US dollar figures use exchange rates from the European Central Bank (Oct 16, 2026) and the US Treasury (quarter ended Sep 30, 2026), and move with the exchange rate.
Where pay is highest
Only the two best-paid sectors have published levels. Financial and insurance activities averaged ALL 187,267 a month, about twice the national figure, and information and communication ALL 143,528. Construction had the fastest wage growth, 22.1% on a year earlier. INSTAT gives no regional split in this release, and we do not publish salaries by job title.
Set against the minimum wage
The national minimum wage is ALL 50,000 a month, up from ALL 40,000, according to Eurostat and the Social Insurance Institute (ISSH). Eurostat dates it from January 1, 2026; we did not read the Council of Ministers decision itself. It is 54.3% of the second-quarter average. The Albanian minimum wage page has the history.
Employer contributions at ALL 92,150
ISSH sets the employer share at 15.0% social insurance (mostly pension) and 1.7% health insurance, 16.7% in total. Social insurance stops at a monthly maximum base set by the Council of Ministers. The 2026 ceiling was not confirmed. The tax office page still shows an older ALL 132,312, and because the ceiling moves up with the minimum wage, an average salary below that older figure should also sit below the 2026 one.
- Gross salary: ALL 92,150 a month
- Employer share at 16.7%: ALL 15,389.05
- Monthly cost: ALL 107,539.05, or ALL 1,290,468.60 a year (about $15,981)
Higher salaries above the ceiling cost proportionally less. Try them in the international employee cost calculator.
