Albania's national minimum wage is ALL 50,000 a month from January 1, 2026, according to Eurostat's minimum wage data and the Social Insurance Institute (ISSH); the rate is set by Council of Ministers decision. That is about $619 a month at ALL 80.75 per dollar, the Treasury rate for the quarter ended September 30, 2026, and it replaced ALL 40,000, which had applied since mid-2023. An employer pays 16.7% in social and health insurance on top, so a full-time minimum-wage worker costs ALL 58,350 a month.

Albania's minimum wage is a single national monthly floor for full-time employees, which also serves as the minimum base for social insurance contributions.

One national rate, also the contribution floor

The Council of Ministers sets the rate by decision (VKM), and it applies to all full-time employees nationwide, with no regional or sector variants in our sources. We did not read the 2026 decision itself, so the January 1 date rests on Eurostat's first-half 2026 value.

ISSH uses the same ALL 50,000 as the minimum monthly base for contributions, so contributions are never calculated on less than that amount. Contracts of 87 hours a month or less pay social insurance at a different total rate, 23.3%, with 13.9% from the employer. The 2026 minimum is 54.3% of INSTAT's second-quarter 2026 average wage of ALL 92,150; see average pay in Albania.

What ALL 50,000 means over a year

The rate is stated monthly, so the annual figure is simple: ALL 50,000 x 12 = ALL 600,000. Our sources do not confirm the standard weekly hours, so we do not publish an hourly equivalent; ask your payroll provider which hours the contract assumes before you pay by the hour.

Four rises in four years

Eurostat's half-yearly values show how the floor moved: ALL 30,000 in early 2022, ALL 32,000 later that year, ALL 34,000 in early 2023 and ALL 40,000 from the second half of 2023. It then held at ALL 40,000 through 2024 and 2025 before the 25% step to ALL 50,000 in 2026. No 2027 change had been announced when we checked.

Employer contributions on the minimum

ISSH sets the employer share at 15.0% social insurance (pension makes up most of the 24.5% combined rate) and 1.7% health insurance. A minimum-wage salary is far below the social insurance ceiling, so the full rate applies.

  • Gross minimum wage: ALL 50,000 a month
  • Employer share at 16.7%: ALL 8,350
  • Monthly cost: ALL 58,350, or ALL 700,200 a year (about $8,671)

The international cost calculator runs the same rates at other salaries.

Hiring at the minimum through an employer of record

A flat EOR fee hits a low salary hard: list prices on October 16, 2026 ran from $99 (Native Teams, whose help center says EUR 99) to $699 (Oyster) a month. Deel's $599 a month is 97% of the dollar value of the gross minimum wage, so an EOR nearly doubles the cash cost of a minimum-wage hire. Compare fees in the EOR cost index.
