Mean, not median: what the EUR 33,523 covers

Eurostat's figure divides total gross wages and salaries by full-time equivalent employees, so it counts part-timers as fractions of a full-time worker and includes extra monthly payments. It is a mean, which runs above what a typical employee earns. We did not find an official median in the sources read for this page.

The series climbs steadily: EUR 30,719 in 2021, EUR 31,846 in 2022, EUR 32,650 in 2023 and EUR 33,523 in 2024, a 9.1% rise over three years. The 2025 value had not been published when we checked, and the series has no regional or sector split.

Italian income tax rates for 2026

The 2026 budget law (Law 199/2025, published December 30, 2025) cut IRPEF's middle rate from 35% to 33%, according to Euroconference News, a news source read October 18, 2026. We have not checked these rates against the law text or the Agenzia delle Entrate, so treat them as reported, not confirmed. The national brackets it gives are:

  • Up to EUR 28,000: 23%
  • EUR 28,000 to EUR 50,000: 33%
  • Above EUR 50,000: 43%

For 2025 the middle rate was 35%. The same report says taxpayers with income above EUR 200,000 lose EUR 440 of certain deductions. On the average salary, taxable income after the employee's 9.19% pension contribution is about EUR 30,442, so the top slice falls in the 33% band. Regional and municipal surcharges are separate and not covered here.

No statutory minimum: CCNL tables set the floor

Italy has no national minimum wage. Each national collective agreement (CCNL) sets a monthly table minimum by job level, and courts use those minimums to apply the constitutional right to fair pay (article 36). The Italian minimum pay page explains how to find the right CCNL. We do not quote salaries by job title.

Employer cost on the Italian average

The pension contribution (IVS) to INPS is 23.81% for the employer, and TFR, the deferred severance every employee accrues, adds about 6.91% of pay a year. Both figures come from 2026 secondary summaries, so treat 30.72% as a floor: other INPS items and INAIL accident insurance vary by sector, size and risk and come on top.

  • Gross salary: EUR 33,523
  • IVS at 23.81%: EUR 7,981.83
  • TFR at 6.91%: EUR 2,316.44
  • Known total: EUR 43,821.27, about $49,312
