Pebl (formerly Velocity Global)

Pebl lists one of the lowest EOR prices we track ($399, the same as Playroll; only Payoneer WFM and Rivermate list lower), publishes an owned-entity share, and covers 185+ countries. It loses points for a 12-month term per worker on its Employee Term model, a deposit with no stated amount, unanswered fee questions on its own pricing page, and very few public customer reviews.

Velocity Global is now Pebl

Velocity Global renamed itself Pebl. The old velocityglobal.com address now redirects to hellopebl.com, which says "Velocity Global is now Pebl", and the site footer reads Pebl (Velocity Global, LLC). The legal entity named there is still Velocity Global, LLC, so the company behind the brand appears unchanged. Check the entity name on your order form and invoices. Review profiles have not all caught up: G2 lists "Pebl (formerly Velocity Global)", while Trustpilot still files reviews under velocityglobal.com.

At $399 per employee per month, Pebl lists $200 less than Deel or Remote and $300 less than Oyster. HR Stacks (updated Oct 1, 2026) describes the $399 figure as a promotional price; Pebl's pricing page, as read on October 16, 2026, shows it without an end date. Some countries are priced by quote, so confirm your country is at $399.

Pebl does not list prices for contractor payments or global payroll. For those, compare contractor payment platforms and global payroll providers that publish rates.

On 25 employees, Pebl's list price saves $60,000 a year against Deel ($179,700 minus $119,700). Here is one hire in Mexico, the same example we use in our Deel review, with official employer costs from our Mexico cost page:

Hidden costs and contract terms

A 12-month term for each worker

Pebl's EOR supplemental order terms give each worker on the Employee Term model a "Service Model Term" of twelve months. After that the worker converts to PayGo, which you can end on at least 30 days' notice. The page carries no date. If an employee quits or you let them go in month four, ask what you owe for the remaining eight months.

Deposit: "Initial Payroll Funding"

Pebl collects "Initial Payroll Funding" before each worker is onboarded, and its terms say "Payroll Funding may also be referred to as Deposit". No amount is stated. HR Stacks reports Pebl deposits of 10% to 30% of annual salary, a third-party figure we could not confirm. Pebl's help center says "The deposit refund process typically takes 45 days" (updated Jan 30, 2026). Pebl also asks for extra funding when a worker's variable pay tops $50,000 in a month.

FX

For contractors, Pebl applies "a currency conversion fee of 3%" when a contractor takes payment in a currency other than the contract currency. We found no FX terms for EOR.

Setup and offboarding

Pebl's pricing page FAQ lists the question about setup and offboarding fees, but our research could not open the answer. Ask for it in writing.

Before you sign, ask Pebl which model each worker is on (Employee Term or PayGo), the deposit amount per hire, and what is owed if a worker leaves inside the 12 months.

Entity model: about 90% owned

Pebl's homepage says: "With 90% of employees supported through Pebl-owned entities". That implies about 10% of employees sit with partner firms. Pebl does not say which countries those are. It is a useful number to have, as it is more specific than Oyster's "owned entities" and partners line, and less sweeping than Remote's or Multiplier's claims to own every entity. Ask whether your country is in the 90%. For the difference this makes, see how an employer of record works.

Countries and support

Pebl claims 185+ countries. For support, Pebl offers "Ask Pebl" guidance around the clock, which it says in-house staff back up, and support "from onboarding through offboarding". We found no promise of a dedicated account manager, which Multiplier and G-P make (Deel promises a dedicated onboarding manager for each new hire).

Reviews and complaints

Pebl holds 4.6 out of 5 from 608 reviews on G2. On Trustpilot, the merged Velocity Global profile has 3.2 from just 6 reviews, 67% of them one-star (both seen Oct 16, 2026). Six reviews is too few to judge. The ones there describe:

  • High fees and currency loss: "The fees are very high" (Sep 17, 2025).
  • Onboarding delays (Jul 8, 2025).
  • Contract and leave disputes, including sick time not approved (Apr 8, 2025 and Dec 10, 2025).

What works

  • $399 list price, tied with Playroll among the lowest we track
  • About 90% of employees on Pebl-owned entities
  • 185+ countries claimed
  • Deposit refund timeline published (about 45 days)

Watch out for

  • 12-month term per worker on the Employee Term model
  • Deposit amount not stated; third-party report of 10% to 30% of salary
  • Setup and offboarding fee answers not visible
  • Only 6 Trustpilot reviews

Who Pebl fits, and the alternatives

Pebl fits a company making a few long-term hires abroad that wants the lowest list price from an established EOR and can live with a year's commitment per worker.

Look elsewhere for short or uncertain hires, or if you want a published deposit:

  • Multiplier: $459 annual or $499 monthly, no minimum term, owned entities claimed.
  • Oyster: $699, but no minimum term and a published one-month deposit.
  • Deel: $599, month-to-month outside promo order forms.
  • G-P: from $599, one rate in 180+ countries.

For the whole price range, see our EOR price comparison.

Our verdict

Bottom line: Pebl scores 57/100. At $399 it undercuts Deel and Remote by $200 per employee per month, and it says 90% of its employees sit on its own entities. The catch is the 12-month term per worker and a deposit with no published size. For hires you plan to keep, it is one of the cheapest options we track; on published terms, Multiplier, Oyster and Remote score higher.
