Unskilled, skilled and adolescent rates

Luxembourg sets two adult minimums. The unskilled rate of EUR 2,771.33 is the default. An employee who proves a qualification is owed the skilled rate, 120% of it: that means a CATP or DAP, a CCM or CCP plus two years of experience, a CITP plus five years, or ten years of professional experience.

Adolescents get a percentage of the unskilled rate: 80% (EUR 2,217.06) at 17 to 18 and 75% (EUR 2,078.49) at 15 to 17. Hourly equivalents divide the monthly amount by 173 hours. All the rates, with their hourly versions, are listed below.

How indexation sets the date of each increase

Luxembourg wages do not rise on a fixed calendar date. When STATEC's consumer price index moves 2.5%, every wage in the country, the minimum included, goes up 2.5%. Separately, the law reviews the base amount every two years; the base at index 100 has been EUR 279.30 since 2025.

That explains the 2026 history. The EUR 2,703.74 rate has applied since May 1, 2025, after an index tranche, and simply carried into 2026. The next tranche arrived on June 1, 2026: EUR 2,703.74 x 1.025 = EUR 2,771.33. Some sources date the EUR 2,703.74 rate to January 2026; the CCSS table shows May 2025. No further tranche or 2027 review had been announced on the pages we read on October 18, 2026. Since January 2022, when it stood at EUR 2,256.95, the unskilled minimum has risen eight times.

The minimum as an annual salary

Twelve months at the unskilled rate is EUR 33,255.96; at the skilled rate, EUR 39,907.08. Luxembourg has no statutory 13th month in the sources we read, so those are the legal floors for a full year of full-time work.

Employer contributions on a minimum-wage salary

Luxembourg's employer charges are lower than its neighbors': Germany, France and Belgium all sit above 20% in our research. The employer share at the lowest absenteeism class is 12.57% (CCSS publishes totals; the employer half is our split): pension 8.5%, health 2.8% plus 0.25% for cash benefits, accident 0.65%, occupational health 0.14% and the employers' mutual at 0.23%. An employer with high absenteeism pays a higher mutual class, up to 2.66%, for a total of 15.00%. Contributions stop at a cap of EUR 13,856.63 a month, five times the unskilled minimum, which no minimum-wage job reaches.

Gross = monthly rate x 12. 12.57% = pension 8.5%, health 2.8% + 0.25%, accident 0.65%, occupational health 0.14%, mutualite class 1 0.23%; the employer share is derived from CCSS totals (CCSS, checked Oct 16, 2026).

Hiring in Luxembourg without your own entity

An employer of record can hire on your behalf, decide whether the skilled rate applies, and apply each index tranche on time. List prices run from $99 (Native Teams, whose help center says EUR 99) to $699 (Oyster) per employee per month (EOR prices compared); Deel lists $599 (checked October 16 and 18, 2026).

Many Luxembourg employees are cross-border commuters, so you may also want Belgium's minimum wage, France's and Germany's. Our Luxembourg EOR guide covers the rest of the rules and our EOR rankings compare providers.
