Finland has no statutory national minimum wage in 2026: minimum pay is set in sector collective agreements, and agreements confirmed as generally binding apply to every employer in the sector, including companies outside the employer association (Eurostat, data as of July 1, 2026). For a sense of real pay, the median for full-time employees was EUR 3,615 a month in 2024 (Statistics Finland), about $4,068 at the ECB rate for October 16, 2026. On top of salary, employers pay an earnings-related pension contribution (TyEL) averaging 17.1% in 2026, plus several insurance premiums.

A generally binding collective agreement in Finland is a sector agreement whose minimum pay and terms bind all employers in that sector, members of the signing association or not.

Agreements stand in for a minimum wage

Eurostat counts five EU countries without a national minimum wage: Denmark, Italy, Austria, Finland and Sweden. In Finland the gap is filled by sector agreements. Once an agreement is confirmed as generally binding, its pay tables are the floor for every employer in that field, so a foreign company hiring a Finnish employee cannot opt out by staying outside the employer association.

Your first task is to find which agreement covers the job. If none does, there is no single statutory figure to apply, and the offer should be benchmarked against market pay.

What full-time employees earn

Statistics Finland's June 2026 release gives a 2024 median of EUR 3,615 a month in total earnings for full-time wage and salary earners. Twelve months at the median is EUR 43,380, about $48,816. Regional and industry figures are on the Finland average salary page.

Employer contributions on a Finnish salary

The TyEL pension contribution averages 24.4% of pay in 2026, of which the employer's average share is 17.1%; the exact rate depends on the pension provider and employer size. Health insurance, unemployment insurance, accident insurance and group life insurance come on top, and we have not confirmed those rates for 2026.

On a EUR 35,700 salary (about USD 40,000), the confirmed pension share alone is EUR 35,700 x 17.1% = EUR 6,104.70, so the employer cost is at least EUR 41,804.70, about $47,043, before the other premiums.

Employing in Finland through an EOR

An employer of record identifies the binding agreement, arranges TyEL pension insurance and runs payroll. On published pricing, checked October 16, 2026, an EOR costs between $99 (the entry price at Native Teams, whose help center says EUR 99) and $699 (Oyster) a month per person. Deel's $599 is $7,188 a year, about 15% of the $47,043 pension-only cost above. Provider scores are in our EOR comparison, Finnish hiring rules in the Finland employer of record guide, and country-by-country on-costs in the cost index. Estonia, across the Gulf, has a legal minimum; Sweden and Norway have no national statutory rate either.
