Norway has no statutory national minimum wage in 2026; instead, legal minimum rates apply in nine sectors through generally applicable collective agreements, and other sectors have no set minimum (Labor Inspection Authority, Arbeidstilsynet, checked October 18, 2026). The adult hourly minimums it lists run from NOK 162.90 for seasonal farm workers over 18 in their first 12 weeks to NOK 270.45 for skilled electricians, about $17.25 to $28.65 at the ECB rate for October 16, 2026. Holiday pay of 10.2% of the previous year's earnings replaces salary during holidays, and the employer adds up to 14.1% national insurance, depending on the zone.
A generally applicable collective agreement in Norway is a sector agreement whose minimum pay the state has extended by regulation to everyone working in that sector.

The sectors with a legal minimum
Arbeidstilsynet lists extended minimums in construction, electrical work, the automotive industry, cleaning, road freight, tour bus transport, hospitality, agriculture and horticulture, and maritime construction. Most rates on its page date from June 15, 2025; the automotive rates were updated June 15, 2026. Newer 2026 rates for the other sectors may exist in the regulations without yet showing on that page, so check the regulation for your sector before you set pay. Fish processing dropped off when its regulation was repealed on August 3, 2026. Sample adult rates per hour:
- Construction, skilled: NOK 264.32; unskilled with no sector experience: NOK 239.61
- Cleaning, over 18: NOK 236.54, plus at least NOK 29 an hour for night work
- Hospitality starting wage: NOK 204.79
- Automotive, unskilled 18+: NOK 208.00
Workers under 18 have lower rates in several sectors. The full list sits in the table below this section.

No minimum outside those sectors
An office job, a software role or a sales position falls outside the extended agreements, so Norwegian law sets no pay floor for it. Pay is whatever you agree, subject to any collective agreement your company joins.
What an hour costs the employer
Holiday pay (feriepenger) of 10.2% of the previous year's earnings is paid in place of salary during holiday, or 12% where the agreement grants a fifth week. Employer national insurance is 14.1% in zone I and lower in rural zones, down to 0%. A mandatory occupational pension (OTP) comes on top; we have not confirmed its 2026 minimum rate.
At the cleaning rate in zone I: NOK 236.54 x 14.1% = NOK 33.35 national insurance, NOK 269.89 an hour before holiday pay and pension. Leave rules are on the Norway leave page.
