What Statistics Estonia counts

The EUR 2,092 is an annual average of monthly gross wages and salaries, a mean rather than a median, for 2025. It rose 5.6% on 2024, and the second quarter of 2026 came in 5.5% above a year earlier. Compare a quarter with the same quarter a year earlier rather than with the annual number.

Medians and splits by county and economic activity sit in database tables PA111, PA113 and PA117, which we have not read, so this page does not quote Tallinn against Tartu or IT against retail. A mean can be pulled up by top earners, and we have not read the median, so treat EUR 2,092 as the average, not the typical wage.

Where the minimum wage sits

The monthly minimum is EUR 946 from April 1, 2026, or EUR 5.67 an hour, according to the Labor Inspectorate. Estonia moved the change date this year: EUR 886 applied until March 31. The new rate is 45.2% of the 2025 average. The Estonian minimum wage page has the detail.

The 33.8% employer layer

Estonian employers pay social tax at 33% (it funds pensions and health care) plus 0.8% unemployment insurance, according to the Tax and Customs Board (EMTA). There is no ceiling. Social tax also has a 2026 minimum monthly base of EUR 886, which means a minimum social tax of EUR 292.38 a month.

  • Gross at the 2025 average: EUR 2,092 a month, EUR 25,104 a year
  • Employer taxes at 33.8%: EUR 707.10 a month, EUR 8,485.15 a year
  • Total: EUR 33,589.15 a year

No statutory bonus months apply. On a redundancy, the employer pays one month's average wages, and the Unemployment Insurance Fund adds more for long service. Model other salaries with the employee cost calculator.
