Saudi Arabia has no general statutory minimum wage for private-sector workers in 2026; the Labor Law (Royal Decree M/51) sets no national pay floor, so wages are agreed contract by contract (official Labor Law text on laws.boe.gov.sa). Pay for Saudi nationals is shaped by the Nitaqat Saudization quotas, but the wage level that counts toward those quotas is not a minimum wage, and we could not confirm it on an official page. What the law does fix is the cost on top: GOSI contributions of 11% of the contributory wage for a Saudi employee and 2% for an expatriate, plus an end-of-service award.

Nitaqat is Saudi Arabia's Saudization program, which rates private employers by the share of Saudi nationals they employ; it affects how Saudi staff are counted, not a minimum wage for all workers.

Why searches find a Saudi "minimum salary"

Many pages quote a Saudi minimum salary. That figure comes from Nitaqat: secondary sources report a monthly pay level at which a Saudi employee counts as one full worker toward the employer's quota, with lower pay counting pro rata. It is a quota-counting rule, it applies only to Saudi nationals, and the HRSD page that would confirm it could not be reached, so we do not publish the number. For expatriates, no general wage floor applies.

GOSI contributions by nationality

The Social Insurance Law splits cost by nationality:

  • Saudi employees: annuities branch 18% of the contributory wage, 9% employer and 9% employee, plus occupational hazards 2% paid by the employer. Employer total: 11%, before SANED unemployment insurance, whose rate we have not confirmed.
  • Expatriates: occupational hazards only, 2%, employer-paid.

The contributory wage is capped at SAR 45,000 a month. A new Social Insurance Law took effect July 3, 2024 for new entrants with no prior contribution periods; we have not confirmed its rate schedule. On a SAR 10,000 contributory wage (an illustration), GOSI costs the employer SAR 1,100 for a Saudi and SAR 200 for an expatriate.

The end-of-service award

Under articles 84 and 85, an employee earns half a month's last wage for each of the first five years of service and a full month for each year after, prorated, with reductions on resignation. Accrue about 4.17% of wages a year (0.5 / 12) for the first five years. Paid annual leave is 21 days, rising to 30 after five years with the same employer (article 109).

Hiring in Saudi Arabia through an EOR

An employer of record holds the employment contract, registers the employee with GOSI and accrues the end-of-service award. Vendor price pages checked October 16, 2026 show EOR fees from $99 (Native Teams, whose help center says EUR 99, a starting price) to $699 (Oyster) a month; Deel lists $599. Providers are scored in our EOR rankings, hiring rules in the Saudi Arabia hiring guide, and GOSI costs next to other countries in the cost index. In the region, Qatar has a QAR 1,000 floor, the UAE has no general minimum, and Jordan sets JOD 290.
