Rhode Island charges new employers 1.21% unemployment tax on the first $30,800 of each worker's pay in 2026, including the 0.21% Job Development Assessment, according to the RI Department of Labor and Training (DLT), and the state taxes wages (checked October 16, 2026). The line to set up first is Temporary Disability Insurance (TDI): 1.1% withheld from every employee on the first $100,000.

Rhode Island's payroll quirks
TDI comes out of the worker's check
Rhode Island is one of the few states with mandatory disability insurance funded by payroll. The employee pays all of it. For 2026 DLT cut the rate to 1.1% (from 1.3%) and applies it to the first $100,000 of wages. The program includes Temporary Caregiver Insurance, so there is no separate paid family leave deduction. At $100,000 or more, the most a worker pays is $1,100 for the year.
Weekly pay is the default
Most Rhode Island employers must pay weekly. Some can petition for a longer cycle, but never less often than twice a month. If you are moving staff from a biweekly schedule set up in another state, check this first. Our guide to choosing a pay schedule covers the trade-offs.
Two wage bases, not one
The UI base is $30,800, but employers assigned the highest rate pay on $32,300. Experience rates on Schedule F run from 0.9% to 9.4% before the 0.21% JDA adjustment. See how that compares in the 2026 SUTA rates by state.
Other rules
- Minimum wage is $16.00 in 2026 and rises to $17.00 on January 1, 2027. Tipped staff can be paid $3.89 cash. Neighboring Massachusetts sits at $15.00 and Connecticut at $16.94.
- Report new hires and rehires within 14 days, faster than the 20-day federal maximum.
- Final pay for workers who quit or are fired is due on the next regular payday (R.I. Gen. Laws 28-14-4(a)).
- There are no city or county income taxes.

Steps to register as a Rhode Island employer
- Get your federal EIN.
- Complete DLT's Online Employer Registration under the Employer Tax Unit. DLT sets both the UI and the TDI rates.
- Register with the RI Division of Taxation for withholding.
- Report each new hire and rehire to the RI Office of Child Support Services within 14 days.
- Get workers comp before your first hire. Rhode Island requires it once you have one employee. Individual owners and partners are exempt, and most corporate officers are covered. That rule comes from a DLT compliance brochure dated August 2015, an older document, so confirm it with DLT.
The cost of one Rhode Island employee
For a $50,000 worker at a new company, Rhode Island's own employer tax is a few hundred dollars. TDI does not touch your budget, but it does change the worker's take-home pay.
| What you owe | Basis | Per year |
|---|---|---|
| Federal Social Security tax | 6.2% x $50,000 | $3,100 |
| Federal Medicare tax | 1.45% x $50,000 | $725 |
| Federal unemployment tax | 0.6% x $7,000 | $42 |
| Rhode Island UI with JDA | 1.21% x $30,800 wage base | $372.68 |
| TDI | Employee-paid (1.1%), no employer cost | $0 |
| Your cost | Total of the rows | $4,239.68 |

Your total is $4,239.68, 8.48% above salary. The employee has $550 in TDI withheld (1.1% x $50,000) plus state income tax. Rhode Island's 2026 brackets are 3.75% up to $82,050, 4.75% up to $186,450 and 5.99% above that, per a USDA National Finance Center bulletin (March 9, 2026; we did not read the RI Division of Taxation booklet).
