North Carolina's Division of Employment Security (DES) gives new employers a 1.0% unemployment tax rate on the first $34,200 of each worker's wages in 2026, and the state withholds a flat 3.99% income tax (checked October 16, 2026). The low rate and high wage base offset each other: a new NC employer pays $342 per full-year worker, more than a new employer in Texas or Florida pays despite a rate well under half as high.

North Carolina specifics employers should know

NC payroll is mostly simple. These are the parts that are not.

  • The rate is low, but the base is long. At $34,200, North Carolina's taxable wage base is almost five times the federal $7,000. A $30,000 employee is taxed on every dollar; a $50,000 employee hits the base around September. Budget for unemployment tax through most of the year, not just the first quarter.
  • Income tax falls in 2027. The flat rate is 3.99% for 2026, with an optional 4.09% flat rate for supplemental wages and a $12,750 single standard deduction. S.B. 257, signed July 7, 2026, sets 3.49% for 2027 through 2029 (per EY, a secondary source; the NCDOR tables for 2027 were not out when we checked). Update your withholding on January 1.
  • PEOs must hold a state license. The NC Department of Insurance licenses PEOs under N.C.G.S. 58-89A and posts an active list you can export. Its October 6, 2026 file had about 257 companies.
  • Workers comp from 3 employees. Coverage is required at 3 or more employees, and corporate officers count. Any business whose work involves radiation needs coverage at any headcount.
  • Flexible paydays. North Carolina specifies no minimum frequency, so daily, weekly, biweekly, semi-monthly and monthly are all allowed. Departing employees, fired or quitting, are paid by the next regular payday, and by trackable mail if they ask in writing (G.S. 95-25.7).

There is no state disability or paid leave tax and no local income tax. The minimum wage is the federal $7.25, and $2.13 for tipped staff; see the 2026 minimum wage chart.

The DES line is $342 because the whole $34,200 base is taxed at 1.0%. The employee's 3.99% state income tax, after the standard deduction, is withheld from their pay. Workers comp is a separate cost; our workers comp pricing page explains class codes. See how the 1.0% rate and $34,200 base compare on the SUTA table.
