Global employment outsourcing: what a GEO or EOR does

Global employment outsourcing means paying an outside company to legally employ your workers in other countries, so you can hire abroad without opening a local entity. The provider is called an employer of record (EOR) or global employment organization (GEO), and published fees run from $99 to $699 per employee per month (checked October 16 and 18, 2026), before salary and the contributions each country requires.

Global employment outsourcing is the use of an employer of record or global employment organization to hire, pay and legally employ workers in countries where the client company has no entity.

What a global employment organization does

The GEO's local company signs the employment contract, runs payroll, withholds income tax, pays employer contributions and handles statutory leave and termination paperwork. You pick the person, set pay and direct the work. GEO and EOR describe the same service. The full mechanics are in what an employer of record is.

An all-in example

Germany, EUR 35,000 salary through Deel. Employer social contributions are 21.30% x 35,000 = EUR 7,455 a year, before accident insurance and the U1/U2 levies. Deel's fee is $599 x 12 = $7,188 a year. The fee is billed in dollars and the salary in euros, so check the exchange rate and any conversion margin on the invoice.

Philippines, PHP 2,520,000 basic salary. Statutory contributions plus the mandatory 13th month come to 11.3%, or PHP 284,760, on top of salary. Country detail is on the Germany EOR page and the Philippines EOR page, and the cost index ranks every country we cover.

Rules and risks that stay with you

The GEO carries the legal employer duties, but you carry the costs: notice, severance and final pay are billed to you when a job ends. Having staff abroad can also create a taxable presence for your own company; see permanent establishment risk. Read the service agreement's term and notice clauses: Remote's terms run 12 months and renew automatically, while Multiplier states no minimum term.

GEO vs global PEO, global payroll and contractor of record

  • Global PEO: often used as another name for an EOR abroad.
  • Global payroll: pays employees of your own foreign entity; you stay the employer.
  • Contractor of record: engages contractors, not employees, and takes on classification risk.

Frequently asked questions

What is a global employment organization?
A global employment organization (GEO) is a company that legally employs workers in other countries on a client's behalf, running local contracts, payroll and statutory benefits. It is the same service as an employer of record.
How much does global employment outsourcing cost?
Published EOR fees run from $99 (Native Teams, whose help center says EUR 99) to $699 (Oyster) per employee per month, checked October 16 and 18, 2026. Salary, employer contributions and any deposit come on top.
Is a GEO the same as an EOR?
Yes. Both terms describe a provider that becomes the legal employer of your worker abroad. Most vendor pricing pages we track use the term EOR.
Do I need a foreign entity to use global employment outsourcing?
No. The provider employs the worker through its own local entity or a partner, which is the point of the service. Some companies open their own entity once headcount in one country grows; compare the two in EOR vs entity.
Who pays severance under global employment outsourcing?
You do. The EOR runs the termination under local law, but notice pay, severance and final pay are billed to the client company.
