The average monthly wage of employees in Pakistan was PKR 39,042 in the 2024-25 Labor Force Survey, according to the Pakistan Bureau of Statistics (PBS) Key Insights report (checked October 18, 2026). That is about $141 a month at the US Treasury rate of September 30, 2026 (PKR 276.9 per dollar). The confirmed statutory cost on top is small: the employer's EOBI old-age contribution is 5% of the minimum wage, a flat amount per employee (PKR 2,035 a month if EOBI uses PKR 40,700 for 2026-27, which we have not confirmed), while provincial social security rates still need checking.

The average salary in Pakistan in PBS data is the average monthly wage reported by paid employees in the national Labor Force Survey, informal jobs included.

What the PKR 39,042 average measures

The figure comes from a household survey, so it is what employees say they are paid, and it includes informal-sector workers who never appear on a payroll. PBS calls it "average monthly wages" without saying whether it is a mean or median, or gross or net. Labor Force Survey averages are arithmetic means, so treat it as a mean. It covers 2024-25, the latest survey year; the full annual report has detailed tables we have not read.

Balochistan leads, Punjab trails

Balochistan reported the highest average, PKR 41,780, followed by Khyber Pakhtunkhwa at PKR 39,974 and Sindh at PKR 39,801. Punjab, the largest province, was lowest at PKR 38,189, a gap of PKR 3,591 from the top. PBS does not give an industry split in the extract we read, and we do not publish salaries by job title.

Next to the federal minimum wage

The Finance Division raised the federal minimum wage from PKR 37,000 to PKR 40,700 a month from July 1, 2026 (Office Memorandum of August 21, 2026). That memorandum covers federal government employees and contract staff in civil posts. Private-sector workers fall under provincial rates and the Islamabad Capital Territory rate, which we have not confirmed for 2026-27. The 2024-25 survey average is 95.9% of the new federal figure, though the two cover different years and different workers. See the Pakistan minimum wage page for updates.

Employer cost of an average Pakistani wage

The Employees' Old-Age Benefits Institution (EOBI) charges the employer 5% of the minimum wage, not of actual pay, and the employee 1%. If EOBI applies its 5% to the new PKR 40,700 figure for 2026-27 (we have not confirmed which base it bills on), that is PKR 2,035 a month, 5.2% of an average wage of PKR 39,042.

  • Annual wage at the average: PKR 468,504
  • EOBI, 12 x PKR 2,035 (assumed base): PKR 24,420
  • Total of the items we can price: PKR 492,924

Provincial social security (PESSI in Punjab, SESSI in Sindh and others), the Workers' Welfare Fund and any gratuity or provident fund are not included. Compare the confirmed costs in the international cost calculator.

Hiring in Pakistan through an employer of record

Global EOR providers list from $99 (Native Teams, whose help center says EUR 99) to $699 (Oyster) a month per employee, according to price pages read on October 16, 2026. Deel's $599 a month is more than four times the dollar value of an average monthly wage, so EOR hiring in Pakistan makes most sense for skilled roles paid well above it.

The Pakistan EOR guide covers notice and provincial law. Compare Indian salaries and Bangladeshi salaries, or see ranked EOR providers.
