Why we use the OECD full-time series

We did not read the Central Bureau of Statistics wage tables, so the headline is the OECD figure. It divides total wages in the national accounts by the number of full-time equivalent employees, which lifts it above a per-job average that counts part-timers as whole workers. It is a mean, so it is also higher than the median. The series in current shekels: ILS 179,272.50 in 2021, ILS 188,286.01 in 2022, ILS 195,897.61 in 2023, ILS 203,990.33 in 2024 and ILS 209,935.17 in 2025. The OECD gives no regional or industry split.

The average against the minimum wage

Israel's minimum wage for employees aged 18 and over is ILS 6,443.85 a month from April 1, 2026, according to the National Insurance Institute (Bituach Leumi). That is 36.8% of the OECD monthly average. The Israeli minimum wage page has the daily and hourly rates.

Employer cost at ILS 17,494.60 a month

National Insurance is tiered (Bituach Leumi): 4.51% on pay up to ILS 7,703 a month and 7.6% from there up to ILS 51,910. On top, the pension extension order requires 6.5% for pension and 6% for severance, per law firm Shibolet and CWS Israel (secondary sources). We could not confirm whether the pension obligation stops at a ceiling.

  • National Insurance: ILS 347.41 + ILS 744.16 = ILS 1,091.57 a month
  • Pension and severance at 12.5%: ILS 2,186.82 a month
  • Total: ILS 3,278.39 a month, ILS 39,340.68 a year, 18.7% of pay

Recreation pay (dmei havraa) adds ILS 451.50 per day for 5 days after the first year, ILS 2,257.50 (secondary). Employers that fund severance at 8.33% under Section 14 pay more. Test other salaries in the international cost calculator.

Hiring in Israel through an employer of record

For an Israeli hire, expect a monthly EOR charge between the $99 starting price at Native Teams (its help center says EUR 99) and the $699 Oyster lists (checked October 16 and 18, 2026). Deel lists $599 a month, $7,188 a year, about a tenth of the dollar value of an average salary. Ask whether the quote includes the Keren Hishtalmut study fund, which secondary sources describe as customary in tech but not mandatory for most sectors.

The Israel EOR guide covers notice and severance. For regional comparisons see Turkish salaries and Jordanian salaries, and providers in our EOR rankings.
