Employer of record in the Dominican Republic: costs and rules for 2026

A Dominican Republic employee on RD$206,107 a month (USD 40,000 a year at the Banco Central rate) costs the employer 14.7% on top of salary, about RD$30,361 a month, and the two biggest lines are AFP pension at 7.10% and SFS health insurance at 7.09%, according to the Tesoreria de la Seguridad Social (TSS). Add the provider fee, which runs from $199 (Payoneer Workforce Management (formerly Skuad)) to $699 (Oyster) per employee monthly in our October 2026 check. What US companies get wrong is the caps: each contribution stops at a different multiple of the RD$23,223 minimum contribution wage, and the TSS set new caps from February 1, 2026.

An employer of record in the Dominican Republic is a Dominican company that hires your worker on its payroll, registers them with the TSS and pays SFS, AFP and SRL each month, while your team directs the work.

Three contributions, three different caps

The TSS collects three employer contributions, and each has its own ceiling in multiples of the salario minimo cotizable of RD$23,223 (Resolution 01-2025). The monthly caps from February 1, 2026:

  • SRL (work risk), 4x = RD$92,892. 1% fixed plus 0.10 to 0.30 points by the IDOPPRIL risk factor, paid entirely by the employer.
  • SFS (health), 10x = RD$232,230. Employer 7.09%, employee 3.04%.
  • AFP (pensions), 20x = RD$464,460. Employer 7.10%, employee 2.87%.

A salary like the sample one sits above the SRL cap but below the other two, and the effective rate drifts down slowly as pay rises. Extra health dependents cost RD$1,919.78 a month each (RD$1,887.54 per capita plus RD$32.24 for the traffic accident fund), paid by the employee.

Minimum wages depend on company size. In the private non-sectorized sector, from February 1, 2026: RD$29,988.00 a month for large companies, RD$27,489.60 for medium, RD$18,421.20 for small and RD$16,993.20 for micro, the second stage of Resolution CNS-01-2025. Free zones and other sectors have their own rates.

Working it through: 7.09% x RD$206,107 = RD$14,613 and 7.10% x RD$206,107 = RD$14,634, both under their caps. The salary is above the SRL cap, so SRL is charged on RD$92,892: at the 1.20% midpoint that is RD$1,115, and the full range is RD$1,022 to RD$1,208. The three lines total RD$30,361, which is 14.7% of salary (14.69% to 14.78% across the SRL range), or about RD$364,335 a year. The rules table above lists the uncapped rates, which add up to 15.29% to 15.49%; this salary comes in lower because SRL stops at RD$92,892.

The fee is $7,188 a year at $599, RD$444,450 at the same rate. At $199 (Payoneer WFM) it is RD$147,655; at $399 (Pebl, Playroll), RD$296,053; at $699 (Oyster), RD$518,648. INFOTEP and any Christmas salary are not in these totals. Use the international employee cost calculator to try other salaries.

EOR providers for the Dominican Republic

On our scorecard the leaders are Multiplier at 79 points and Oyster at 64. Because SRL depends on a risk factor, ask each provider which SRL rate it charges for your role, and get INFOTEP shown as its own line. Deposit rules vary: Playroll sets it at a month of pay, Oyster at no less than a month of its full invoice.

Ranking every EOR we score puts the rest in order. Detailed notes live in the Remote, Oyster and Deel pages, and EOR deposits and FX charges are collected in one place.

Dominican contractors

Pay a Dominican freelancer by invoice and the RD$30,361 of monthly TSS contributions drops out. The catch is control: a full-time schedule, a single client and your managers giving daily direction add up to employment. For true project work, use contractor management software or a contractor of record.

Own entity or EOR in the Dominican Republic

A Dominican company needs its own TSS registration and someone who tracks cap changes such as the February 2026 update. Three people on a $599 plan cost $21,564 a year; whether a local company beats that is the subject of our entity or EOR breakdown. Compare nearby markets in Puerto Rico and Panama, or the EOR cost index.
