Portugal's minimum wage (retribuição mínima mensal garantida) is EUR 920 a month on the mainland from January 1, 2026, set by Decree-Law 139/2025 of December 29, 2025, according to the labor ministry's DGERT. That is about $1,035.28 a month in US dollars at the European Central Bank reference rate of October 16, 2026.

It is paid 14 times a year, so the annual minimum is EUR 12,880, the same as EUR 1,073.33 a month on a 12-payment basis. Employer social security of 23.75% on all 14 payments takes the yearly cost of one minimum-wage employee to EUR 15,939 before work-accident insurance.

Portugal's minimum wage is the guaranteed minimum monthly pay for full-time employees, fixed each year by government decree-law after talks with employer groups and unions, and paid in 14 installments a year.

Fourteen payments a year, not twelve

Portuguese employees receive 12 monthly salaries plus a holiday subsidy (subsídio de férias) and a Christmas subsidy (subsídio de Natal), each worth about a month's pay. So EUR 920 a month means EUR 920 x 14 = EUR 12,880 a year.

That matters when you compare countries. Spread over 12 months, Portugal's minimum is EUR 1,073.33, the basis Eurostat uses. Putting EUR 920 next to a 12-payment country's monthly figure understates Portugal by EUR 153.33 a month. DGERT puts the 2026 increase at 5.7%. The rate is set by Government decree-law after consultation in the standing social dialogue committee (Comissão Permanente de Concertação Social).

Madeira, the Azores and the mainland

The EUR 920 rate covers the mainland. The two autonomous regions set their own. Madeira's regional decree (DLR 1/2026/M, published February 3, 2026 and backdated to January 1) sets EUR 980 a month, which is EUR 13,720 a year over 14 payments. The Azores also set a regional rate, as a supplement over the national figure; we did not confirm the 2026 amount, so it is not stated here. An employee is paid the rate of the place where the work is done.

Portugal's minimum wage per hour

DGERT publishes a monthly figure, not an hourly one. If you assume a 40-hour week (a common full-time schedule, not confirmed in our sources for this page), the annual EUR 12,880 spread over 52 x 40 = 2,080 hours is about EUR 6.19 an hour. Counting only the 12 monthly salaries (EUR 11,040), the same hours give about EUR 5.31. Use the first figure when you price an hour of work, because the employer pays all 14 installments.

What the employer pays on top

The general social security rate is 23.75% for the employer and 11% for the employee, with no ceiling, and it applies to the holiday and Christmas subsidies too. These rates come from a secondary source, a Millennium BCP rate sheet last updated in 2015, because the Social Security site could not be read; they have not changed in our research since.

  • Employer social security: 23.75% x 12,880 = EUR 3,059
  • Yearly cost: 12,880 + 3,059 = EUR 15,939 (about $17,936)
  • Employee contribution: 11% x 920 = EUR 101.20 per installment

Work-accident insurance, bought from a private insurer, is mandatory and not priced here. The FGCT wage guarantee contribution of 0.075% is suspended until December 31, 2026 and due to resume after that, according to a secondary source (APCMC). The employer cost index sets Portugal's 23.75% next to other European countries.

2027 and how to pay a Portuguese employee

The 2027 rate had not been decreed as of October 18, 2026. Press reports have quoted a figure, which we have not confirmed from an official source, so it is not used here. The 2026 decree was dated December 29, 2025, three days before it took effect.

Without a Portuguese entity, an employer of record runs payroll, social security and the two subsidies. EOR list prices start at $99 a month per employee with Native Teams (its help center says EUR 99) and reach $699 with Oyster, as checked on October 16, 2026. Deel lists $599, more than half the monthly minimum of about $1,035.
