Paycor vs Paylocity: what each costs and which fits

We may earn a commission when you sign up through some links on this page. Commissions never change our scores or the order of our lists. How we make money.

Paycor and Paylocity both price by quote only: Paycor's pricing page shows no figures beyond a "Get 50% off for the first 6 months" offer, and Paylocity's offers a pricing form (both checked October 16, 2026). The best dated estimates are Fit Small Business noting Paycor once listed "starting at $99 plus $5 per employee monthly" (May 2026) and OutSail putting Paylocity at $18 to $22 per employee per month for payroll and HR (July 2026).

Paycor fits a small or midsize employer that wants a sales-led payroll and HR suite with implementation help and a first-year discount. Paylocity suits a midsize firm, from about 20 staff up to 1,000, that wants global payroll and an employee self-service app. Paylocity scores 12 and Paycor 10 on our payroll scale, and both score 23 on our HR software scale. Those scores are low because neither publishes prices or terms.

These two sell to the same buyer: a company that has outgrown basic payroll and wants HR, time, benefits and recruiting in one place, set up by an implementation team. The differences you can verify are small: Paycor runs a live discount and powers Deputy's payroll; Paylocity adds global payroll and a community app. Everything about cost and contracts comes from the quote, so this page focuses on what to ask.

Estimated cost for 25 and 50 employees

Both columns are labeled estimates. Paycor's old $99 plus $5 list price is shown only as a historical reference; Paycor no longer publishes it and your quote may differ. OutSail's Paylocity range comes from mid-market advisory data.

Annual cost estimates for 25 and 50 employees
TeamPaycor at its former list price (not current)Paylocity core payroll and HR (estimate)
25 employees$99 + (25 x $5) = $224 a month; x 12 = $2,688 a year($18 to $22) x 25 x 12 = $5,400 to $6,600, plus implementation at 10% to 20% ($540 to $1,320): $5,940 to $7,920 in year one
50 employees$99 + (50 x $5) = $349 a month; x 12 = $4,188 a year($18 to $22) x 50 x 12 = $10,800 to $13,200, plus implementation at 10% to 20% ($1,080 to $2,640): $11,880 to $15,840 in year one

Sources: Fit Small Business, Paycor review (May 29, 2026); OutSail, Paylocity cost article (Jul 24, 2026). Our arithmetic. Not vendor quotes.

Do not read the gap as Paycor being cheaper. The $99 plus $5 figure was an entry payroll price from before Paycor moved to custom pricing, while OutSail's band covers payroll plus core HR at mid-market companies. Paycor's current offer of 50% off the first six months also has no stated base, so ask what the price is in month seven and in year two.

Whichever you pick, you also owe employer FICA (6.2% Social Security to a $184,500 wage base in 2026, plus 1.45% Medicare), $42 a head in net federal unemployment tax, and state unemployment tax at your assigned rate (2026 SUTA rates). Gusto vs Paycor for payroll

If your team is small and single-state, the more useful comparison may be Gusto, which publishes every plan. Gusto scores 69 on our payroll scale against Paycor's 10, mostly because Gusto posts its prices, cancellation steps and tax penalty terms.

Contract terms and switching

Neither company publishes a contract length, renewal terms, an implementation fee, a tax filing guarantee, cancellation steps or how long you keep access to W-2s after leaving. A six-month discount suggests you should ask Paycor directly whether a minimum term comes with it. Before you sign either, ask for:

  • The term in months, whether it auto-renews, and the notice needed to stop it.
  • The full price after any promotion ends, and a cap on yearly increases.
  • The implementation fee as a dollar figure, and what happens to it if you leave in year one.
  • Who pays penalties and interest if the vendor files a return late or wrong.
  • Data export format and access to payroll records and W-2s after cancellation.

Switching between Paycor and Paylocity

  • Load year-to-date wages and taxes if you switch midyear, so Social Security withholding stops at $184,500 and W-2s are complete.
  • Agree in writing which vendor files each 2026 Form 941 and state wage report; the Q4 2026 941 is due February 1, 2027 (IRS).
  • Run one parallel payroll before going live; both are implementation-heavy suites.
  • Export time, PTO balances, benefits elections and I-9s from the old system before access ends.
  • Keep your own state account numbers active. A missed quarterly wage report can raise your unemployment rate; one Hacker News commenter reports a jump from 0.8% to 12.75% (HN, Aug 17, 2026).

Frequently asked questions

Is Paycor cheaper than Paylocity?
Neither publishes a current price (checked October 16, 2026). Fit Small Business says Paycor formerly listed $99 a month plus $5 per employee before moving to custom pricing (May 2026), and OutSail estimates Paylocity at $18 to $22 per employee per month for payroll and HR (July 2026). The figures are not comparable, so get both quotes for the same modules.
What does Paycor cost in 2026?
Paycor does not publish prices; its pricing page shows a "Get 50% off for the first 6 months" offer without a base price (checked October 16, 2026). Fit Small Business (May 29, 2026) reports that Paycor once listed "starting at $99 plus $5 per employee monthly" and is now custom-priced.
Gusto vs Paycor for payroll: which costs less?
Gusto publishes its prices: Simple is $49 a month plus $6 per person, so 25 employees cost $49 + (25 x $6) = $199 a month (checked October 16, 2026). Paycor is quote only. Gusto scores 69 on our payroll scale and Paycor 10, largely because Gusto publishes its prices and terms.
Does Paylocity charge for implementation?
Paylocity does not publish an implementation fee. OutSail (July 24, 2026) estimates implementation at 10% to 20% of first-year spend, based on its mid-market advisory data. Ask for the fee as a fixed dollar amount in your quote.
Do Paycor and Paylocity file payroll taxes?
Paylocity lists "accurate, on-time tax filings" as a feature; Paycor's pages we read do not describe filing coverage. Neither publishes tax filing guarantee terms (checked October 16, 2026), so ask who pays penalties and interest if a filing is late or wrong.
How are Paycor and Paylocity rated by users?
Paycor: 4.0 from 2,018 reviews on G2 and 1.6 from 166 on Trustpilot. Paylocity: 4.4 from 6,311 on G2 and 1.3 from 129 on Trustpilot (all seen October 16, 2026). The Trustpilot reviews we read across payroll vendors are mostly billing, cancellation and support disputes.
